Victoria đúng như tên gọi của nó, tựa game lấy bối cảnh vào thời kỳ Victoria từ năm 1836 đến năm 1920 và mở rộng đến năm 1936 nếu cài thêm bản mở rộng. 

Khác với nhưng tựa game thể loại wargame đại chiến lược của hãng Paradox trước đó, vốn tập trung vào yếu tố ngoại giao và chiến tranh. Victoria tập trung vào quản lý nội bộ bao gồm nền cộng nghiệp hóa và những thay đổi chính trị, xã hội của một quốc gia. Bản thân trò chơi mang lại tầm quan trọng lớn lao trong việc phát triển nền kinh tế của một quốc gia, game có một hệ thống thị trường phức tạp được mô tả là một trong những tựa game mô phỏng kinh tế tốt nhất từng được tạo ra. Người hâm mộ các trò chơi của hãng Paradox cho rằng Victoria là trò chơi có chiều sâu nhất mà Paradox đã tạo ra, khiến nó trở nên rất phổ biến với cộng đồng người hâm mộ Paradox.
